You are summoned to attend a meeting of Buckland Monachorum Parish Council on

Tuesday 25th February 2025 at 7.30pm at YELVERTON MEMORIAL HALL for the purpose of transacting the business detailed below.

In accordance with The Public Bodies (Admissions to Meetings) Act 1960, members of the public and press are welcome to attend.

Members of the public are invited to make representations in writing to their local Councillor OR the Clerk OR in person prior to the commencement of the meeting proper.

AGENDA

  1. Members present.
  2. Declaration of Interests and Register of Interests.
  3. To consider and approve the minutes, of the following meeting:
    • The meeting of the parish council held on 28th January 2025
    • The General Purposes meeting held on the 12th February 2025 and to consider the recommendations in Annex 1. (Attached)
  4. To receive a report from the WDBC Cllrs for this ward (Cllr Cheadle & Cllr Cunningham)
  5. To receive a report from the Devon County Councillor (Cllr Sanders)
  6. To consider the format for the Annual Parish Meeting and whether any speakers are to be invited.

Finance:

  1. To agree the payments for February 2025 and note the receipts.
  2. To note the bank reconciliation.

General Purposes:

Yelverton:

  1. Pursuant to Section 1(2) Public Bodies [Admission to Meetings] Act 1960, to resolve to exclude the public and press due the commercially sensitive nature of the business to be transacted.
  2. To discuss tenders received in respect of the Yelverton Grounds Maintenance Contracts 2025-27 and determine the successful contractor.
  3. To resolve re-admittance of public and press to meeting.

Buckland:

  1. Grass cutting contract – any issues to report.

Cemetery:

  1. To consider the bin emptying by the contractor.

Playparks and recreation areas:

  1. Buckland Monachorum update.
  2. Crapstone Playpark and wildlife area update.
  3. Update on creating a small orchard at Crapstone Recreational Field.

General and Correspondence

  1. Correspondence
  2. BMPC Communications (newsletters, social media, press articles)

Annex 1

 

Recommendations from the General Purposes Committee Held on 12th February 2025

Natural Burial Area

  1. a) To agree the Natural Burial Area Policy.
  2. b) A path is constructed up the middle of the area, made of rubber grass mats to provide a firm surface. The path will be constructed in stages and as needed, approximately a third of the length at a time.
  3. c) The interment markers will be purchased.
  4. d) Flat wooden name plaques will be used to initially mark the grave.
  5. e) A noticeboard to be purchased and installed, to hold information on the area and potentially a map of graves.
  6. f) A regime for cutting back the brambles will be implemented to ensure they do not encroach onto the field.
  7. g) The spoil area will be managed, existing spoil will be removed and area tidied.
  8. h) Funeral Directors will be contacted and informed of the new area and that it should be operational within 6 months.

 

New ashes plots

The area will continue the existing grave rows, with a suitable width gap. With there being up to 9 interments plots in a row. The interment plots will be able to hold two buried urns or similar.  There will a restriction on the memorial, there will be a requirement for there to be either smaller headstones, flat memorials or an option for nothing.  The clerk will amend the regulations as necessary.

 

Wildlife Areas

  1. a) To reduce the meadow regime to just the natural burial area. The Upper Cemetery and Parish Meadow areas will revert to No Mow May only.
  2. b) The area around the graves will be cut on a regular basis and not No Mow May.
  3. c) A few areas of wildflowers to be trialled in the upper cemetery and on the playpark bank. Appropriate seed will be sourced.

 

Play Equipment from Buckland Village Hall.

The play equipment at the village hall was discussed, as a councillor has taken a look. It was felt that the equipment would be repetition of what is already there, and that the money could be better spent on new and different equipment. It will be recommended to the full council that the equipment is not relocated to the play park.
