Minutes of the Annual Meeting of BUCKLAND MONACHORUM PARISH COUNCIL held

on Tuesday 25th June 2024 at 7.00pm at YELVERTON MEMORIAL HALL

 

Present: Cllrs Cheadle, Cunningham, Sheridan, Hart, Baird, Woollacott, Cornthwaite, West and Burnie

In Attendance:  Katharine Griffiths (Parish Clerk) and three members of the public

 

The meeting was opened by Cllr A Cunningham (Chair).

 

Representatives from Buckland Monachorum Nature Group. They recently spoke to the contractor and have concerns over the method that may be used for the final cut of the “meadow” areas, as a sit on mower would not be appropriate. The preferred method is scything.  It was suggested that the contractor could use an Allen-scyth. The clerk will speak to the contractor to discuss the issue.  It was also suggested that Tamar Valley Growers could possibly assist.  The group would also like to plant some Yellowrattle and Oxeye Daisies.

Apologies were received and accepted from Cllr Burnie.

180/24 Declaration of Interests and Register of Interests

No declarations of interests to record.

181/24 To consider and approve the minutes, of the following meetings:

a)      The annual meeting of the parish council held on 28th May 2024

The minutes were accepted as a true record.

 

182/24 To receive a report from the WDBC Cllrs for this ward

Cllr Cheadle gave a brief update, as a general election has been called the council are in purdah, which limits what they can do.

The council is still functioning in the normal manner but no decisions can be made that might have a political sway.

Some of the local broadband services in the area are being asked about ongoing issues, if there are any specific cases please let the WDBC councillors know.

Cllr Woollacott raised a question concerning maintenance of closed church yards by WDBC. Cllr Cheadle responded that it is possible that once a church yard has been formally closed and there are going to be no more burials it is possible for the responsibility of the maintenance to be passed to the Borough council.

186/24 Yelverton:

Grounds Maintenance – any comments or issues to raise.

Cllr Cornthwaite raised the issue that the area by the WC’s still hasn’t been cut. The clerk will remind the contractor that it needs to be done.

A complaint had been received with regard to the path by Drake Vets, this land is owned and maintained by Maristow, the clerk will respond.

  Buckland/Cemetery:
187/24 Grounds Maintenance. 

All seems to be fine at the moment.  Thanks to Cllr Baird for clearing the and cutting back the tree at the entrance to the cemetery after the recent high winds and rain.

188/24 To consider purchasing weed stop/mulch for under the Yews in the Cemetery.

It was agreed that mulch can be purchased for the yews.

  Playparks:
189/24 Buckland Monachorum Playpark

Cllr Baird gave a brief update, the PC are still waiting to hear from WDBC with regard to the grant.

190/24 Crapstone Playpark and recreational area update.

Cllr Coulshaw gave an update on the pond.   The path down to it has been cut back. The area is doing well and looking good.

The deposit for the play equipment has been paid and it is due to be installed in August.

191/24 To consider access onto the Crapstone Field from rear gardens.

Following consideration as to what was considered a new access point. Correspondence has been received that some time ago the PC agreed that the gate was allowed.  The tenant does not hold any paperwork to that effect, and the council have no record of allowing the access point. It is minuted in 2016 that access will not be allowed and a number of letters were sent to the residents.

After a discussion it was agreed that access onto the field will not be allowed and gates should be removed or stopped up. The clerk will write to both residents regarding the matter.

192/24 Correspondence: 

A further email had been received by the clerk concerning the cutting back of an Oak Tree off Seaton Way field.  It was agreed that the council would allow up to  25% reduction of the canopy but request the work is carried out when the tree id dormant. Also a deposit will be required, in case the field is damaged.  Cllr Coulshaw will communicate this to the resident.

The clerk has also been notified of the DNPA forum on the 3rd July if any councillors would like to attend.

194/24 Highway matters: any to be reported and updates.

The clerk and Cllr Woollacott met with the highways officer and looked at a number of issues.

A list of the issues looked at and brief outcome will be circulated.

195/24 To consider a request from a resident to extend the double yellow lines outside the old Gift Shop in Buckland Monachorum.

It was agreed that extending the yellow lines was a good idea and would help with access issues to the village. The clerk will look into what needs to be done next.
