Minutes of a Meeting of the BUCKLAND MONACHORUM PARISH COUNCIL held

on Tuesday 17th October 2023 at 7.30pm at Buckland Monachorum Village Hall

 

Present: Cllrs, M Sheridan (Chair), G Baird, R Cheadle, A Cunningham, S Woollacott, V Hart and Frayne Coulshaw.

355/23 Apologies

Apologies were received and accepted from Cllr A West, J Burnie and K Cornthwaite

356/23 Declaration of Interests and Register of Interests

No declarations of interests to record.

357/23 To consider and approve the minutes, of the following meetings:

a)      The parish council meeting held on 26th September 2023

One amendment to add in 342/23, “quotes to be agreed before cutting”.

The minutes were then agreed as a true record.

b)      The minutes of the planning meeting held on 26th September 2023

To be circulated.

358/23 Planning

0430/23 – DNPA -Erection of detached dwelling, Midway Tavistock Road, Yelverton, Devon, PL20 6DL.

The proposed development was discussed, there is no clear evidence to show that it is a brown field site. It was proposed that the application was objected to on the grounds that the development is too large for the size of the plot. This was agreed by the committee.

3257/23 TPO – T1 & T2 Beech – Fell both trees as they are considered to be in terminal decline posing an unacceptable level of risk due to disease/dysfunction, Spectrum House, The Glade, Crapstone, PL20 7PR

There were no objections to the tree work.

359/23 To receive a report from the WDBC Cllrs for this ward

Cllrs Cheadle and Cunningham have met with Buckland Monachorum Cricket Club located at Crapstone with regard to the S106 funding from the Meadows development. They’re looking at enhancing the cricket facilities including practise nets, the access track and parking provision. The club also raised the idea of using the cricket pavilion for community events. This would raise some money towards the work that they would like to do. They are aware that there will need to be an agreement by the trustees to ensure that the proposed activities are allowed.  There was no objection by the parish council for the pavilion to be used by the community.

Councillor Cheadle has also been involved with a flooding issue in Cuxton Meadows as there has been some unsatisfactory communication, it is hoped that Devon County Council will now look into the problem further and rectify the issue.

360/23 To receive a report from the Devon County Councillor

Cllr Sanders was unable to attend.

361/23 Update with regards to the current position with Airband.

Cllr Sheridan had requested an update with regard to the current provision of Airband within the parish. The current status is unknow, further investigation will be carried out.

Yelverton:

Grounds Maintenance – any comments or issues to raise.

It was agreed that Yelverton was looking good at the moment.

363/23 To consider giving a donation towards the repair of St Pauls carpark.

Cllr Cheadle explained the situation, that he had spoken to Maristow Estate and that they were willing to put some money towards it if the council and church would also.  The church do not wish to contribute. The matter was discussed, it was proposed by Cllr Woollacott that the council do not wish to contribute to the repair of a car park owned by Maristow Estate.  A vote was held and it was agreed, with 4 agreeing and 3 not agreeing. Therefore the council are not in favour of funding repairs.  Other options will be looked into.

  Buckland/Cemetery:
364/23 Grounds Maintenance.  

It was agreed that the general state of the cemetery and play park are horrendous at the moment and the contractor is not fulfilling the requirements of the contract.

The clerk will send a letter advising of our dissatisfaction and that no more payments will be made until the work has been done and there has been significant improvement that has been approved by the council.

365/23 Update on Upper Cemetery gates.

Costs and options are being looked into for the next meeting.

  Playparks:
366/23 Buckland Monachorum Playpark

To include an update from the community group.

Cllr Baird and the clerk met with a representative from the group. The community group have raised about £1000 and there is about £4000 in the council budget. The first issue is to deal with a few safety points that need repair.  A vision for the park will also be drawn up. Once requirements and costings are known options for funding can be looked into.

367/23 Crapstone Playpark and recreational area update.

The paperwork for the S106 funding is being completed and will hopefully be submitted shortly.

With regard to the reinstatement of the field, a letter has been sent. A quote for the required repairs has been obtained. The person responsible for the damage has requested a site meeting. This will be arranged, they will be advised of the quote and given the option of doing the work themselves or providing the funding for the council to carry out the work.

It was agreed that turf for around the pond would be purchased at a cost of £25. Assistance will be required to get the turf to and around the pond.

368/23 Finance

a)              To agree the payments for October 2023 and note the receipts.

It was proposed by Cllr Woollacott, seconded by Cllr Cheadle and agreed by the council that the payment to Tony Benger would not be made until the grounds were in a satisfactory condition.

369/23 Correspondence: 

Cllr Cheadle has received correspondence with regard to installing a fund raising Wishing Well. The question was raised as to where it could be sited. The matter was discussed and it was felt that a requested needed to be put to the land owners.

The clerk has received correspondence with regard to flooding and excess water in a stream next to their house coming from the Strawberry Fields. The matter was discussed and will be passed to DCC highways department.

 

370/23 BMPC Communications (newsletters, social media, press articles)

The website is progressing and is nearly ready to go live.

371/23 Update on Parish paths (P3) and other footpath matters.

Volunteers are required to walk the paths, Cllr Woollacott is arranging this. Could those that have walked the paths please return paperwork.

372/23 Highway matters: any to be reported and updates.

The clerk will arrange a meeting with the highways officer to discuss on going issues.

A request was made to invite a representative from St Andrews school to discuss the implications of the school becoming an academy on the local community, to a future meeting.
